As it is, 100x is actually quantifiable in terms of measures like time taken to solve a problem, the performance of the code, the number of defects, the robustness and future-proofing of solutions, etc.
From almost 20 years experience in the software development space, I can see real differences in quality of developers.
When I was a developer i would classify myself in the top 30%, but i also recognise that the top 10% is a few leaps and bounds above my skill level. The top 1% is exponentially above and beyond my reach. I used to tell people, if you hire a God-like programmer, it will be better than hiring 10 of me.
